I.                   Meeting called to order at 8:04 a.m.

 

 

II.                PUBLIC COMMENT:  NONE

III.             PRESENTATION:  The Michigan Works! Career Alliance, Inc. Virtual Tour was shown.  A copy will be distributed to each board member.

IV.              ACTION ITEMS:

 

A.     Approval of WDB Minutes of August 25, 2006:  A motion to approve the minutes of April 28, 2006, was made by Mr. Ivan Love and supported by Mr. Robert Hardy.

V.                 PRESENTATIONS:

A.     Jason Palmer, State of Michigan Department of Labor and Economic Growth, Regional Economic Analyst outlined his responsibilities as it relates to the workforce.  He covers the northeast region of the state.   His office produces all official data on the workforce by industries, occupations and wages.  He stated that they look at a job and forecast it 10 years later.  He discussed how the employment and unemployment rate is determined.

B.     Endorsing a Millage to cover the Uninsured in Genesee County:  Mr. Robert Pestronk, Director of the Genesee County Health Department and Vice Chair of the Genesee Health Plan asked for the Workforce Development Board’s endorsement of the proposed millage.   A motion was made by Mr. Love to endorse the millage and it was supported by Mr. Jerry Ragsdale.

VI.               PARTNER UPDATES:

A.     MDLEG Rehabilitation Services Update:  Mr. Zelley reported for Ms. Sue Howell and discussed the mentoring transition school-to-work with the Genesee Intermediate School District.  Ms. Howell is working with Ms. Loving to plan an open house and they are working on a joint program with mental health.

B.     Department of Human Services Update:  Ms. Sheryl Thompson discussed the Job Education and Training Program (JET).  This is a collaboration with Michigan Rehab Services, DHS and Career Alliance.  DHS is also working closely with Career Alliance, Inc. and faith based partners.  She discussed the Family to Family Initiative. 

C.     EAG Update:  Mr. Tower discussed the concept of career employability.  He stated that career tech is added to the new graduation requirements.

D.    Shiawassee Subcommittee Update:  Ms. Sumpter thanked Mr. Zelley and Ms. Loving for their presence in Owosso.  She also thanked Ms. Sharon Bowen and Michelle Zemla for their continued hard work with Memorial Health Care Staff.  She discussed the work on the new private foundation which is supported by Career Alliance.  She also mentioned the   Incumbent Worker Grant.  She announced the new CEO for the Shiawassee Regional Chamber of Commerce.

VII.           PRESIDENT’S UPDATE:  Ms. Loving emphasized the November 1st meeting featuring Mr. David Bradley as speaker.  She discussed the cut in Medicaid by 1.2 million and asked everyone to contact their legislators.  She announced that CAI has a new tenant moving in, the AARP Foundation.

VIII.        CHAIR’S UPDATE:  Mr. Zelley discussed cluster and small focus meetings which will lead to a strategic planning meeting on October 17.  He expressed the importance in attending the November 1st meeting in which Mr. Bradley will discuss what is going on in Washington D.C.

IX.              NEXT MEETING DATE:  November 21, 2006
